I.                     Welcome

A.     Meeting brought to order (Chairman Tim Kelly)

B.      Introduction of University of Kentucky College of Design students (Dean David Mohney)

II.                   Review of December 1, 2004 minutes (Chairman Tim Kelly)

A.     Motion for acceptance (Doug Greene) and second (Bill Johnston)

B.      Unanimous approval of minutes.

III.                 Consultant presentation  (Dhiru Thadani)

A.     Consultants received planning summary for LFUCG Division of Planning.

B.      Areas for small interventions are being studied.

C.      Consultants working with neighborhoods conducting audits and identifying neighborhood centers.

D.      Study area divided in three zones

1.  Downtown  core (tall buildings/density)

2.  Mixed-use zone( 4-5 story buildings)

3.  Neighborhoods ((residential)

E.       New plan will simplify zoning and be sensitive to historic areas.

F.       Landscape issues still being studied, but do not advocate blanket landscaping.

G.      Issue of one-way versus two-way streets is being studied.

H.      Need to determine boundaries and gateways.

IV.                 Downtown Traffic Analysis (Tom Creasey)

A.     In process of data selection

1.  February/March-  current traffic issues

2.  April/May-  future traffic issues

3.  June/July- final plan

B.      Consultants will work with LexTran and Traffic Center.

C.      Separate meeting to discuss traffic issues should be held.
